Le monument est constitué d’un haut-relief en pierre représentant une Victoire ailée s’approchant d’un ouvrier. La couronne de la Victoire ainsi que la palme qu’elle tient dans ses mains sont dorées. À droite, on aperçoit un champ de ruines, un village. Au-dessus de la Victoire, l’armée française défile sous l’arc de Triomphe. À gauche, un ouvrier (ou plutôt un maréchal-ferrant) est assis sur une enclume, un marteau dans les mains, un engrenage à ses pieds. Il attend sous un arbre, pensif, que la paix revienne afin de se remettre au travail. Au fond, le soleil se lève. Sur les rayons, il est écrit : ‘ LABOR ‘.
Le monument est clairement signé en bas, à gauche : ‘ HENRI VIET ARCHITECTE ‘ et en bas, à droite : ‘ PIERRE FEITU SCULPTEUR ‘. Sur le socle figurent trois bas-reliefs métalliques représentant des feuilles maintenues par des rubans, puis trois plaques portant des épitaphes toutes postérieures au monument lui-même. Le monument comporte une première épitaphe dans le haut-relief lui-même, juste en-dessous de la Victoire. À ce sujet, comme le précise Henri Viet, architecte du monument et maire de l’arrondissement : ” Nous aurions voulu que les noms de ces libérateurs de notre territoire, mentionnés au Livre d’or déposé dans chaque mairie de Paris, fussent également, ainsi que cela a été fait dans beaucoup de communes, inscrits sur le monument qui éternise leur mémoire, mais trop considérable était leur nombre (plus de 12 000 dans notre grande famille du XIe) et c’est surtout dans notre cœur que devra rester gravé le souvenir de ceux qui firent partie de cette phalange sacrée. “
